They didn’t even mention a specific model. Why would you say they need 24gb to run any model? That’s just not true.
Linux is definitely not in the top 5 places I’d think to ask this.

It doesn’t matter to you. There’s all sorts of reasons it might matter to other people like right click support, SSH profile management, how it handles tabs, and on and on…
Are there any decent plugins for it?
Also does anyone know how to fix profile colors no longer working in the SSH plugin?
In my experience once you fill an SSD it takes a long time for the performance to recover even after clearing it out, but I don’t know why.
I partition my SSDs to make sure in never fill them.
Production releases still need testing. There are always bugs you don’t know about hiding somewhere in projects or vast complexity.
Xfce is the best bang for your buck. Lxde isn’t much lighter and I never enjoyed using it. I think Lxqt is somewhere between them.

Calling it a necessity seems a bit much.
I looked quite a bit. Konsole is king for me.
My only complaint is the SSH profiles don’t always work as intended, but that’s just a theming thing.
I remember being convinced this is worse than the status quo but that was a year ago and I can’t remember the major concerns now.
I basically add Windows-style buttons for minimize/maximize/close and I’m good to go. It’s not perfect, but certainly the best.
