Now I cant say how to get an active mod community, but once you have one, be sure to listen to their input for things for you to change in order to provide functionality. Modding is most of the times a lot more forgiving (not saying simple but even with closed source mods in general blow my mind) than contributing to source code. I really like your idea and your mentality about offering a kind of playform. As you said gmod but also zomboid comes to mind. They followed up with this mindset to deliver solid games
