The proliferation of illegal IPTV services is a direct result of the fractured streaming and PayTV market. In many European countries you need up to 5 services to follow all your favorite football teams League, Champions league, cup and Nations League (bleh!) games. This can add up to close to 200 Euros per month in countries like the UK or Switzerland.
Additionally, in the UK the only way to watch your teams 3PM match on the telly (as they like to say) is to subscribe to a foreign service illegally as they are blacked out locally and there is no legal way to purchase foreign subscriptions.
I am already paying for 2 services to watch all regular season games of my favorite team, this adds up to about 60 EUR per month. To be able to also watch my teams Champions League games I would have to additionally buy the bigges cable package with all kinds of channels I would never watch for around 100 EUR.
The problem is you often need 3-6 different streaming services just to follow your favorite team all Season.

Recently I wanted to watch Liechtenstein against San Marino and the only option was a stream on YouTube that only worked with a British VPN, was it illegal to watch the game that way if there was no other option at all?

VPN cascading is the term you’re looking for. Yes, it’s possible with wireguard. Who controls the exit server is not of any concern, although you might break the ToS of the commercial VPN provider in question - but they can’t really see that.
